Check water utility distribution piping specifications against drawings

Section 33 11 00 covers potable and non-potable water mains, transmission mains, and service lines outside buildings, with their valves, hydrants, meters, backflow preventers, and tests. Its work stops near the building, where Division 22 takes over, and its designer note lists what the drawings must show: pipe locations and diameters, valves, hydrants, thrust blocks, restrained joints, joint exceptions, materials by segment, and bedding.

Trace each new water main and service line from its connection to the existing system to where it ends at the building, and confirm that the pipe material, class, and joint type labeled on the utility plans are ones the issued Section 33 11 00 keeps, with any mechanical, flanged, grooved, or insulating joint exceptions located on the drawings as its designer note requires. Then check valves, hydrants, blowoff assemblies, meters and vaults, backflow preventers, thrust blocks and restrained joints, sewer separation, tracer wire, and the test and disinfection requirements against the plans and details.

Assemble the review package

Gather the site utility plans and profiles, the water details for valves, hydrants, thrust blocks, meters, vaults, and backflow preventers, the sanitary and storm plans for crossings, the plumbing site entry and fire protection riser drawings, the paving and railroad plans where mains pass under them, the cathodic protection drawings if any, and the issued Section 33 11 00 with Section 31 00 00, the Division 21 fire suppression sections, and the cathodic protection section if one is used. Review one main from its tap to its last hydrant before assuming the others match.

WBDG publishes UFGS 33 11 00: Water Utility Distribution Piping as a public guide-specification reference (accessed October 22, 2026). Use your project’s issued specification and amendments for the actual comparison; the guide specification does not automatically govern your project. The checklist below is an original suggested review workflow, not a reproduction of the UFGS requirements.

Eight checks to run against the issued set

Worked example: a combined service with no fire service testing

Illustrative example: the utility plan shows a new PVC main looped to two hydrants and a combined domestic and fire service line to a new building. The issued Section 33 11 00 deletes the Special Testing Requirements for Fire Service paragraph and the Tracer Wire Continuity Test, and the plan does not label any restraint at the tee where the service line leaves the main.

Ask the civil engineer to restore fire service testing for the main and the service line that supply the sprinkler system, to show restraint at the tee and the hydrant branches, and to restore tracer wire testing for the nonmetallic main. Coordinate with the fire protection engineer on where the service line hands off to the Division 21 sections.

Avoid a false conflict

This guide is about pressurized water mains and services, not gravity drainage, which the stormwater utility guide covers, and it is not a code review of a private fire service main, which the NFPA 24 guide covers. Section 33 11 00’s designer notes send fire department connections and post indicator valves to the fire suppression sections, so check those before calling them missing.

When requirements disagree, follow the project’s document-control and clarification process. Do not assume that drawings always override specifications, or the reverse. Identify the exact sources and request an authorized decision.

Close the issue across the affected documents

Record the location or tag, drawing and specification references, issue dates, observed difference, and the decision needed. Assign an owner and keep the item open until the response identifies the governing requirement. Check the revised drawings and specification references together; a response email alone may leave the issued package inconsistent.

For the overall process, use the guide to drawing and specification conflicts. Mark an inapplicable checklist row with a reason, and distinguish a verified correction from a question that still needs design information.

Groundbook’s drawing and specification review helps investigate potential disagreements in the documents you supply. Include the relevant specification sections and drawing references, then verify the cited evidence with the responsible reviewers before acting on a finding.

Questions, answered

FAQs

What should a water utility distribution piping specification review compare?

Compare the scope boundary at the building, material and class by segment, joint exceptions, thrust blocks and restrained joints, valves, hydrants, and blowoffs, meters, vaults, and backflow preventers, sewer separation and tracer wire, and fire service testing, disinfection, and startup.

Does UFGS 33 11 00 cover fire hydrants and fire service lines?

The current UFGS 33 11 00 on WBDG includes fire hydrants, a fire service meter option, fire protection service lines for sprinkler supplies, and special testing for fire service in accordance with NFPA 24, while its designer notes refer to the fire suppression sections for items such as fire department connections and post indicator valves. Your project’s issued specifications govern how the scope is split.

Does this checklist confirm the water system is designed correctly?

No. It checks that the drawings and the specification describe the same water piping. Hydraulic design, pressure class selection, separation decisions, and approval stay with the civil engineer of record, the water utility, and the authorities having jurisdiction.
