Compare the panel elevations and details with the opening designer note in the issued Section 03 47 13: every panel needs its size, openings, reinforcing, lifting insert locations, connections, and the face cast up shown on the drawings. Then check that the sealed fabrication drawings the Pre-Installation Meetings article requires have a clear scope, that the lift strength the Field Quality Control article sends to the drawings is there, and that the finishes, embeds, connections, and casting slab requirements in the specifications match the sheets.
Assemble the review package
Gather the panel layout plan, the panel elevations with openings, reveals, and embeds, the panel reinforcing details, the panel-to-footing, panel-to-roof, and panel-to-panel connection details, the structural general notes with concrete strengths, the floor slab plan with joint layout and slab thickness, the architectural elevations with finishes and form liner patterns, and the issued Section 03 47 13 with Sections 03 30 53, 03 30 00, 03 33 00, 05 12 00, 05 05 23.16, and 07 92 00. Review one panel with an opening from its elevation to its connections before assuming the others are detailed the same way.
WBDG publishes UFGS 03 47 13: Tilt-Up Concrete as a public guide-specification reference (accessed October 28, 2026). Use your project’s issued specification and amendments for the actual comparison; the guide specification does not automatically govern your project. The checklist below is an original suggested review workflow, not a reproduction of the UFGS requirements.
Eight checks to run against the issued set
Use one record per location or system. The CSV contains the same eight prompts plus fields for source revisions, observed evidence, the review owner, the decision, and closure references.
| Check | Sources to compare | Question to resolve |
|---|---|---|
| Complete design on the drawings | Opening designer note + panel layout plan + panel elevations | Does every panel on the layout plan have an elevation showing its size, openings, reinforcing, and lifting insert locations, with the supporting members it connects to dimensioned, and do the drawings say whether the interior or exterior face is cast up? |
| Sealed fabrication drawings | Pre-Installation Meetings article + Submittals article + structural general notes | Does the issued section keep fabrication drawings signed and sealed by a registered professional engineer for the panels and the reinforcement and embedded items, and do the structural notes say which parts of the lifting and handling design that engineer is responsible for? |
| Lifting and bracing inserts | Pick-Up Inserts, Bracing Inserts, and Lifting Devices articles + Erection article + panel elevations | Are the insert types the edited section keeps consistent with the lifting insert locations on the elevations, and are brace insert locations and the floor slab anchorage for braces shown or left to the fabrication drawings, with the slab able to take the brace anchors? |
| Connections to the structure | Erection article + Sections 05 12 00 and 05 05 23.16 + connection details | Does the issued section keep bolted connections, welded connections, or both, as the designer note asks, and are the bolted and welded joints that resist applied loads indicated on the drawings, along with the panel-to-foundation and panel-to-column joints that receive mortar? |
| Embeds, reglets, and sleeves | Reinforcement and Embedded Items, Reglets, and Sleeves articles + panel elevations + roofing and MEP drawings | Are reglets for roof flashing and sleeves for piping and conduit shown on the panel elevations with sizes, and do they match the roofing details and the MEP penetrations through the panels? |
| Finishes, form liners, and release agent | Form Liners, Release Agent, Facing Aggregate, and Finishes articles + architectural elevations | Do the finishes kept for exposed faces and panel backs, the form liner pattern, the facing aggregate, and the reveals match the architectural elevations, and is a resin type release agent kept where panels receive paint or other finishes? |
| Casting slab and joints | Preparation and Casting articles + Sections 03 30 00 and 03 30 53 + slab plan | Do the concrete sections carry the tilt-up requirements the designer note lists, such as slab joint locations, slab thickness, levelness, and embed locations, and is the casting slab layout coordinated with the floor joints the panels will be cast over? |
| Lift strength, tolerances, and samples | Field Quality Control, Tolerances, and Samples articles + structural general notes | Do the drawings state the concrete strength required before erection, as the Field Quality Control article expects, are the tolerances edited for the project, and is a sample panel kept where architectural finishes or exposed aggregate are drawn? |
Worked example: no lift strength and an unassigned bracing design
Illustrative example: a single-story warehouse uses tilt-up panels with a reveal pattern and a painted exterior. The issued Section 03 47 13 keeps sealed fabrication drawings and a paraffin type release agent, the structural general notes give only the in-service concrete strength with no strength required before lifting, and the panel elevations show lifting inserts but no brace inserts, while the slab plan places a control joint through the middle of three casting areas.
Ask the structural engineer to add the strength required before erection to the general notes and to state whether brace and lifting design belongs to the fabrication drawing engineer. Ask the specification writer to change the release agent to the resin type the section keeps for panels that receive finishes, and coordinate the slab joint layout with the casting areas in Sections 03 30 00 and 03 30 53.
Avoid a false conflict
Section 03 47 13 does not cover the concrete materials, formwork, or reinforcing steel, which come from Section 03 30 53, and refers to Section 03 33 00 for architectural concrete, so check those before calling a concrete requirement missing. Temporary bracing and lifting are construction means and methods with their own safety requirements; confirm who designs them with the structural engineer of record and the contracting officer.
When requirements disagree, follow the project’s document-control and clarification process. Do not assume that drawings always override specifications, or the reverse. Identify the exact sources and request an authorized decision.
Close the issue across the affected documents
Record the location or tag, drawing and specification references, issue dates, observed difference, and the decision needed. Assign an owner and keep the item open until the response identifies the governing requirement. Check the revised drawings and specification references together; a response email alone may leave the issued package inconsistent.
For the overall process, use the guide to drawing and specification conflicts. Mark an inapplicable checklist row with a reason, and distinguish a verified correction from a question that still needs design information.
