Mechanical and HVAC drawing review checklist

Review a building’s mechanical package by following a system from the rooms it serves through its equipment, distribution, controls, and discharge points. This guide covers HVAC construction documents, with an editable checklist for recording the evidence.

Start with a defined HVAC system and confirmed document issue. Reconcile room use, equipment tags, airflow descriptions, diagrams, schedules, operating sequences, and access requirements. Raise a specific question wherever the documents describe different duties, destinations, or operating behavior.

Define the HVAC system and its inputs

Collect mechanical plans, equipment schedules, risers or schematics, controls sequences, specifications, and the architectural room and ceiling layouts. Include the ventilation or load basis used by the designer and selected equipment information when available. Record whether the review covers air distribution, hydronic systems, exhaust, or another named system.

This is building-services document review. It does not cover manufacturing tolerances or machinery fabrication drawings. Within a building, ordinary comfort HVAC, hazardous exhaust, smoke control, and specialist process systems also need different expertise and criteria. Identify those boundaries before applying a common checklist.

Phoenix’s mechanical plan review checklist, revised November 2025, references the 2024 International Mechanical Code with Phoenix amendments. It illustrates the relationship among equipment, ventilation, controls, and supporting documents in that jurisdiction. Confirm the code edition and submission requirements for your project rather than carrying over its section numbers.

Twelve checks inside the mechanical package

Begin with a manageable system such as a rooftop unit and its served zone. Expand the scope after the first trace is complete. The downloadable worksheet has room for actual source references and reviewer decisions; the prompts below are starting questions, not preset technical acceptance limits.

Use separate rows for operating modes or equipment variants that need different decisions. A matching tag does not prove that the schedule and sequence refer to the same duty.

Compare operating modes as well as quantities

Open the equipment schedule beside the control sequence. Identify what the system does during occupied, unoccupied, start-up, and other project-defined modes. For each described action, locate the relevant fan, damper, sensor, valve, or terminal. A sequence cannot be checked by reading equipment names alone.

Compare airflow quantities on the same basis. Supply air, outdoor air, return air, and exhaust air serve different purposes. Record the room-use and occupancy assumptions behind the ventilation information and ask the designer to reconcile changes. This review organizes the evidence; sizing and ventilation compliance still require the applicable engineering analysis.

Continue beyond the equipment boundary. Follow exhaust to its stated discharge and condensate to its receiving arrangement. For maintenance, compare the selected unit’s service information with nearby walls, ceiling access, and component-removal direction. PDF drawings need sufficient dimensions and sections to support that assessment.

Worked example: the fan and sequence disagree

Hypothetical example. An exhaust fan EF-4 is scheduled for continuous operation in a service room. The control sequence says EF-4 starts only with an occupancy sensor. The plan identifies the same fan and room in both references, and neither source describes a second operating mode.

The EF-4 schedule calls for continuous operation, while the sequence starts the fan on occupancy. Please confirm the intended normal and unoccupied operation, the related replacement-air arrangement, and the schedule and controls changes needed to describe it consistently.

Send the question to the mechanical designer with both source locations. A controls specialist may help define the final sequence. If the decision changes ventilation assumptions, the engineer must assess those implications. Backcheck the revised schedule, sequence, device locations, and replacement-air description before closing the comment.

Separate a missing input from a design conflict

If equipment has not been selected, manufacturer service data may be unavailable. Record that as a pending input with an owner and target milestone. Do not manufacture an access envelope from a similar unit. If two supplied documents disagree, preserve both statements and ask which arrangement the designer intends.

A mechanical plan review checklist also needs a closure routine. Reopen every affected reference in the next issue and record what changed.
