UFC 3-110-03 Roofing review of DoD roof plans, details, and specifications

UFC 3-110-03 does not replace the NRCA and MBMA manuals; it tells DoD designers how to use them and where the Government narrows them. Groundbook can compare the roof plan, sections, details, rooftop equipment, and roofing specifications with the UFC 3-110-03 version you upload and flag where they disagree.

Confirm which version of UFC 3-110-03 the contract invokes, since WBDG now lists a reissued digital edition, and check that the roofing specification and details apply it together with the current NRCA manuals and the MBMA metal roofing manual. Then trace its limits on decks, insulation, cover boards, drainage, rooftop equipment and PV, and recover over existing roofing through the roof plan, sections, details, and specifications. AI can flag conflicts; the roof design professional and the DoD reviewer decide compliance.

What does UFC 3-110-03 cover?

The digital UFC 3-110-03 says to use it with the current NRCA roofing manuals and technical bulletins and the MBMA Metal Roofing Systems Design Manual, and explains how to apply those manuals to Government roofing projects, including Army, Navy, and Air Force work. Its chapters cover general requirements, low-slope roofing, steep-slope roofing, roof-related sheet metal flashings, standing seam metal roofing, and re-roofing.

WBDG’s UFC 3-110-03 page lists the criteria as active digital UFC content, first published July 2, 2026, and tells teams to refer to UFC 1-200-01 for project applicability. The digital criteria viewer labels the latest version July 27, 2026. Checked October 16, 2026. WBDG’s record lists a change date of July 17, 2026, and WBDG’s change summary says the reissue replaces and cancels the May 1, 2012 edition with Changes 1 through 5. Contracts awarded before the reissue may invoke a superseded PDF version; record the version and date the task order names.

Chapter 1 sets requirements for every roof type: wind uplift zones and pressures taken from UFC 3-301-01 and shown in the specification or drawings, independently tested and rated systems, environmental severity, coordination with UFC 3-101-01 for air barriers and vapor retarders, fall hazards, roof access, skylights, cool roofs, rack-mounted PV, design professional qualifications, warranties, and a roof information card. Chapter 2 lists the low-slope membranes allowed and the deck types prohibited for new construction, and addresses drainage, curbs, ductwork clearance, hail, insulation, and cover boards. The UFC 1-200-01 guide explains applicability, and the ASCE 7 guide covers the load standard behind uplift design.

Gather the roof, structure, and rooftop systems documents

Collect the task order naming the UFC version, the roof plan with slopes, drains, crickets, and tapered insulation, roof assembly sections and edge, curb, and penetration details, the structural roof framing and deck, the mechanical, plumbing, and electrical roof plans, any PV layout and racking drawings, and the roofing, sheet metal, and roof accessory specifications with their warranty terms.

For re-roofing, add the existing roof survey, core cuts, hazardous materials testing, and the existing warranty, because what may be recovered depends on the roofing already there.

Wind uplift zones and rated systemRoof plan, roofing specification, structural general notesConfirm corner, perimeter, and field zones and their pressures appear in the specification or drawings from the structural criteria, and that the specified system names an independent rating.
Deck, insulation, and cover boardStructural roof framing, roof assembly sections, roofing specificationFlag deck types the UFC prohibits for new construction, insulation types it limits, missing cover boards, and paper-faced gypsum used as a cover board.
Slope and drainageRoof plan, structural slope, tapered insulation plan, plumbing roof drainsCheck that new work takes its primary slope in the structure, crickets sit upslope of wide penetrations, and any retrofit drain carries a note of Government approval.
Rooftop equipment, curbs, and ductworkMechanical roof plan, curb and support details, roofing detailsMatch curb heights and ductwork clearances to the roofing details, and flag heavy HVAC equipment shown on a metal roof.
Rooftop PVPV layout, racking details, structural drawings, roofing specificationRecord the structural check, drainage under the array, clearance, attachment method, and whether the existing roof warranty holder is involved in the intersecting details.
Recover over existing roofingExisting roof survey, hazardous materials report, demolition plan, roofing specificationConfirm the overlay is allowed over the existing roofing in the UFC recover table, asbestos testing is scoped, and coatings and SPF stay within the UFC’s limits.

Membrane coordination continues in the roofing membrane specifications guide, flashing and waterproofing in the roofing and waterproofing checklist, and array layout in the solar PV checklist.

Example: PV racking drawn two ways

Hypothetical example. A battalion headquarters with an adhered TPO roof, not a protected membrane roof, is getting a rooftop PV array. The PV sheets show ballasted racking, the structural sheets detail permanently affixed stanchions, and the roofing specification says nothing about the existing roof warranty or the manufacturer’s post-installation inspection.

The PV sheets show ballasted racking on the adhered TPO roof, but the structural sheets detail fixed stanchions, and the roofing specification does not address the existing roof warranty. Confirm the attachment method and whether the warranty holder has reviewed the intersecting details.

The roof design professional confirms the attachment method with the structural engineer and the DoD reviewer and coordinates the sheets. The finding is that the documents disagree, not a judgment of the array’s wind or load capacity.

Review roofing documents with Groundbook

Upload the current drawings and specifications to Groundbook, and state the edition, amendments, and review scope in your instructions. Add UFC 3-110-03 and the other UFCs the task order names from WBDG, which publishes them free, plus the model codes and standards the project uses from copies you are licensed to upload.

Compare the roof plan, roof sections and details, structural roof framing, mechanical, plumbing, and electrical roof plans, PV drawings, existing roof survey, and roofing, sheet metal, and accessory specifications. Flag a conflicting UFC version, missing wind uplift zones or rated system, prohibited deck, insulation, or cover board types, slope or drainage that differs between sheets, curbs and ductwork that differ from the roofing details, PV attachment or warranty conflicts, and recover work the existing roofing does not allow. Use the supplied UFC 3-110-03 and cite both sources.

Groundbook links each potential finding to the sheets and documents involved. It does not calculate wind uplift, drainage, or structural capacity.

Document review does not certify compliance with DoD criteria or replace the roof design professional, the structural engineer, or the DoD authority.
