When the set leaves a system to a later design, such as fire sprinklers or pre-engineered trusses, the reviewer needs to know that it was deferred on purpose and approved to be.
The comment asks you to list every part of the design that will be submitted later for separate review, on the cover sheet, so the building official can approve the deferral.
